Clinton 's second term was greatly overshadowed by his dismissal by the House of Representatives on charges of , among other things , obstruction of justice. This arises from the denial of an affair with a White House intern , Monica Lewinsky Clinton . This led to Kenneth Starr , who had been appointed a special prosecutor to investigate allegations of illegal financial transactions in Clinton , to expand its investigation to determine whether Clinton had committed perjury in the Lewinsky case . Clinton was tried on charges of impeachment in the Senate in accordance with constitutional law . He secured comfortably over a third of the hundred votes in the Senate required for exemption .
